The intervention problem
Students do not all need the same reteaching.
A student may struggle with a grade-level lesson because of one missing prerequisite, a persistent misconception, or language that obscures the mathematics. Whole-class review is too broad, while individual tutoring cannot reach everyone.
Giving students more practice does not solve the problem when they do not yet have a strategy for making sense of the mathematics.
